Christian Fuellgraf

Executive summary

Christian Fuellgraf is a Director in the Grant Thornton State and Local consulting practice. He has more than 20 years of experience providing performance measurement, independent verification and validation services, organizational improvement, financial management, project oversight, and technical leadership and budgeting expertise to clients at all levels of government in the United States and internationally as well as non-profit organizations. Prior to consulting, he spent time in the Pennsylvania Senate as a senior legislative aide working on the preparation and passage of the State Budget and as the senior staff member and assistant executive director of the Senate Community and Economic Development Committee.

Mr. Fuellgraf held several staff and senior staff positions in the Office of the Governor of Ohio where he oversaw State economic development policy and activities. During this time, Ohio led the nation in new and expanded facilities as measured by Site Selection Magazine. In 1995 he was appointed to be President of the State of Ohio Controlling Board, Deputy Director and Acting Director of the Ohio Office of Budget and Management (OBM) and held these positions from 1995 through 1999. In these roles he was responsible for developing the agency budget guidance, budget development and assembly, testimony, passage, and execution of the Governor’s operating and capital budgets. As Controlling Board President he chaired the joint legislative committee responsible for reviewing and approving all State purchases as well as all capital contracts and expenditures. Additionally, the Controlling Board has full adjustment authority over the enacted budget including movement of allocated and unallocated money, creating new as well as eliminating existing funds and accounts, and full encumbrance and appropriation authority. He was also designated by the Governor and state General Assembly as the single individual with sole-approval authority for all State activities related to contracting and budget action during State critical and emergency situations. Following public service, he worked in senior roles for PricewaterhouseCoopers, IBM, SAP and Gartner Consulting, always in positions dedicated to the public sector in the United States and Canada as well as Globally.

He has had many international clients focused on economic development and budget policy, process and systems including ERP systems as well as procurement and technical policies. His international clients include governments throughout South America, Europe, Middle East, Africa, Asia, India, Australia, New Zealand and the United Nations. He has a Bachelor of Arts, Economics and Political Science from Capital University, Columbus, Ohio.
