Mike Garcia has more than 20 years of experience in the Federal Government, specifically mortgage banking and housing finance. He was the Director of Single Family Housing at Ginnie Mae. In this role he was responsible for managing the counter-party risk for over 600 issuers and 100 document custodians participating in the program. An important responsibility was the oversight of the Field Review Contract, including the resolution of referred findings. He was responsible for overseeing the updates to the Guide for issuer reviews and actually managed the re-write of the document custodian review procedures.Mr. Garcia worked collaboratively with FHA, VA, and RD leadership in discussing issues relating to specific policies and servicers. Of particular note was his leadership relating to obtaining memoranda of understanding with each agency that allowed Ginnie Mae to rely on systems of record as evidence of insurance or guaranty rather than paper evidence.
