Executive summary
Jay Hurt has more than 28 years of Federal Government experience and served as the CFO for the Federal Student Aid (FSA), DCFO for the Department of Education; FSA Acting Chief Customer Experience Officer; FSA Acting Chief Performance Officer; and FSA Financial Management System (FMS) Director. He was also a System Designer and Managing Analyst at the U.S. Treasury Department. His private sector work experience included American Management Systems (AMS) and Coopers & Lybrand, which eventually became IBM. His areas of functional expertise are Budget Formulation, Justification, & Execution; Cost Management; IT Investment Management; Risk Management; Strategic & Operational Planning;, Performance Measurement & Reporting; Human Capital Management; Customer Relationship Management; Major Program & Project Implementation; and Benchmarking & Process Improvement.As the FSA CFO, Mr. Hurt managed a $1.4 trillion loan portfolio and developed relationships that were instrumental in the successful implementation of major Federal legislation that injected $110 billion into failing student loan markets between August 2008 and October 2010. As Acting Chief Customer Experience Officer, he led the annual processing of more than 19 million applications for student financial aid, delivering over $125 billion in aid. As the FSA FMS Director, he led the upgrade of the Financial Management System, being the first Federal customer to go-live with the Oracle Federal Financial 11i application on the Oracle 10g database. His Grant Thornton client work includes program management support services for FSA, A-123 and internal control support for the Department of Education OCFO, Strategic planning and process mapping for the USDA/FSIS OCFO, financial management support services for the Federal Protective Service OCFO, and A-123 and internal control support for the National Science Foundation. He received his MBA from the University of Michigan, a BSBA from the University of Richmond, and has a CGFM certification.
