Ricci Mulligan

Executive summary

Ricci Mulligan has over 35 years of experience in the Federal Government and was the Acting Principal Deputy Assistant Secretary (PDAS), OIT Department of Veterans Affairs; Deputy Director Resource Management OIT; Senior Executive for Federal Protective Services, Department of Homeland Security; and Senior Program Executive for Office of the Director of National Intelligence (ODNI). Her private sector work experience included serving as Senior Technical Director for Leidos Health Group, with expertise in Government and Commercial Payer and Provider Health Organizations, extensive expertise in interoperability solutions and security in the Health Sector environment. She was a Senior Account Executive, called upon for customer engagement at Agency C Suite level.

Ms. Mulligan’s functional areas of expertise are Intelligence Professional, Deputy CFO, and Deputy CIO. As the Acting PDAS for OI&T, she oversaw and directed activities of over 16,000 Government and Contract personnel in over 1,900 locations and executed a budget of $4.2 billion dollars to ensure the VA provided technology solutions, tools and services needed to create a Veteran-centric VA. She led the development of the Financial Business Plan for the Electronic Health Record, which resulted in an Agency decision to partner with DoD through a Shared Provider. She developed a comprehensive roadmap of how VA would transition from legacy systems and processes into state of the art information and technology customer solutions through partnerships, managed services, and shared service approaches. Her Grant Thornton client work includes VA and Government public health organizations. She received a MS, Public Administration, from Troy University. She received the Army, Legion of Merit award.
